Srinagar, September 14, 2024: In a significant shift, the Jammu and Kashmir Police salaries for the month of September 2024 will now be paid from the Ministry of Home Affairs (MHA) budget. The transition is a result of the integration of the Public Financial Management System (PFMS) as detailed in the Government Order No. 298-F of 2024, issued on September 14, 2024.The order, based on the directives from various departments, including the Ministry of Finance, emphasizes the need for a structured transition for all Drawing and Disbursing Officers (DDOs) and Payment Officers (PDs) within the Home Department to ensure the smooth implementation of this system.To facilitate this transition, several training sessions have already been conducted in Jammu and Srinagar throughout September 2024. These sessions aimed to familiarize the concerned officers with the PFMS, replacing the existing Employee Information System (EIS), although some data transfer from the EIS is still pending.In the first phase, the submission of salary bills to the Treasury will cease, and DDOs are instructed to switch to PFMS for the salary generation of Home Department employees from September 2024. The order also specifies a Standard Operating Procedure (SOP) for the formulation of salary bills, which remains in effect until the full integration of the EIS with PFMS.Key instructions include:DDOs must use the current payment system (JK PaySys) for bill generation and processing via PFMS.Accredited banks of the PAO will handle payments through cheques for both net salaries and deductions.Separate processes for employees under the National Pension System (NPS) will ensure government contributions are also handled via cheque.This structural change is part of a broader effort to streamline salary payments and ensure efficient handling of deductions such as GP Fund, SLI, Income Tax, and Welfare Fund.The Treasury Officers concerned will oversee the realization and disbursement of cheques in accordance with the revised procedure.
